Downloading needs a network, and it is deliberately impossible inside the excavations. Download over Wi-Fi before you go. An interrupted download resumes from where it stopped, not from the beginning.
Open the purchase screen and choose Restore purchase. The purchase belongs to your Apple Account, not to the device.
Free stops play without any purchase. If a paid stop shows a lock, the guide has not been purchased on this Apple Account. If it was purchased but the audio is missing, open the purchase screen — it will show what is left to download.
Settings → Language. Audio for the new language is downloaded; it is not another purchase.
